Perhaps rules vary state to state. My state has ABC rules. Fail one, you lose.
A. Control or direction. Examples include you must show proof it does not have right to control or direct worker. Examples include prices and wages, setting work performance standards, right to instruct...
To me performance standards make no sense. If I hire a carpentry business or even the farrier who does my horse's foot care, I have standards. If they aren't met, I won't use them again. I may even instruct on how I want something done.
B. Usual course of business/places of business. Must meet just one of these. Says this can include business territory, not just a physical building. Doesn't explain former.
C. Requires proof that worker has independently established trace, occupation, profession or business. Must be able to profit or loss from business operations.
I have to say that in this state if I were a medical practice I'd be concerned about hiring any one MT to do the work.
I personally think the state should find other fires to fight.

They aren't required to work a specific number of hours per day or specific days per week or produce any particular number of lines, etc. In turn, we don't promise that a certain amount of work will be available to them. That's about as far from an employee-employer relationship as you can get!
