Why do people say "on Guam"? I've heard this before. I can't think of any other country where when you're there, you're "on" instead of "in".

Because you're either "on island" or "off island" -- Guam is only 35 miles long, 10 miles wide at its widest point, and about 4 miles across in the middle at its narrowest point, and it's sort of too little to be "in."
