Yes, in both cases you are. In the truest sense of the word, you are
sending work to a person outside of the US. Rae is working for a company
outside of the US.

I am not saying EITHER is bad. I am saying call it what it is because that
IS what it is. No amount of rationalization is going to redefine the word.
