I think the issue was non-same-sex children sharing a bedroom. If you had two boys or two girls it would be perfectly reasonable to put in same room. The state has a problem mixing boys and girls in same rooms.

Why, no, they don't, Rae!!! They can just put their two children in the same bedroom, never mind if they're a boy and a girl and Social Services frowns heavily upon that in these parts. ;)
Of course, why be so spoiled that you think children actually need bedrooms. Just plop them in dresser drawers and have them cover up with a ratty old towel.
