Did they have mandatory seatbelt laws or saftey seat laws a least before that? Or is it okay for a parent to put a child in danger - just as long as they are breathing on their own first?

Frankly, I find it a bit ironic that this is happening in a state which
took years and years to pass a seatbelt law and to my knowledge still
doesn't have a mandatory motorcycle helmet law because those laws
