I think I will stick with watching and rebooting. Something seems to be getting our power bills down by 80 to 100 KW a month from the prior year, so it must be helping.

Yeah, that did it. BUT what "unset" it in the meantime. I mean, it was set and working, then stopped. I had not gone in an unset it and when I went into settings the settings still looked like they were set - just that they weren't working.

Yep, the settings still will look the same, but they have changed and stopped working.
It's really hard to try to track down and figure out exactly what the issue is with power management problems because power management can cause a large number of different and complex problems.
If you try to google for it, you will be overwhelmed with information and suggestions, but there is really no easy way to know which ones are applicable to your particular issue.
I just reset the settings I want, reboot, and chalk it up as one of those endearing Windows mysteries.
