These are not necessarily idea solutions, just throwing around some ideas:

I liked the idea that if they wanted to serve in the military for 4 years, they could earn their citizenship -- or whatever the deal was that was made to residents of the Philippines for so many years.

What about if the people who were caught here were thrown in jail for 3 months and then sent back? I'm not sure if that is very practical, but in theory it might work as a deterrent if presently there is truly no disincentive for them to try to cross.

And I definitely agree that if you cut off their ability to get employment, welfare, etc., that would probably help. But I don't know if there is any practical way to accomplish it. Even our city doesn't manage to do that, probably because nobody wants to go to the effort.

From what I read, the reason nobody wants to do anything about it, neither Republicrat or Democan, is because they are afraid of making someone angry and losing support. If that could be addressed, it might help.
