As Eliyahu said, prison as deterrent doesn't work.

May I ask you if these relatives of yours that are constantly in trouble
have meaningful employment and marketable skills, or are they unemployed
with no hope of ever getting a meaningful job? What's their situation
like? Do they feel hopeless? Maybe this is why they keep doing these
things and go back in, because they feel that there's nothing for them
on the outside. If this is the case, do you honestly think that forcing
them to do meaningless work like smashing rocks is going to keep them
from recidivism?
