I know this was the trouble after Hurricane Andrew, but supposedly they were
going to do something about it! Politics in Florida are about as bad as it
can get--you have to grease the right palms!

There just haven't been
enough roofers in the whole country to repair all the roofs that were
damaged here or in any of the gulf coastal states.
IIRC, there are plenty of roofers, just not enough that will jump through
all the hoops to be able to legally make repairs in Florida. I know there
are regulations in place to help protect people from being scammed but I
know of many licensed builders, etc who would have come to Florida to help
repair after numerous different hurricanes if you didn't have to go
through
so much stuff just to be able to legally work there making repairs. Of
course, I think it is funny (odd funny, not ha ha funny) that there are
apparenlty many illegals working there but legals get cut off at the pass
with mumbo jumbo before they can work there to actually HELP the people.
(Like I said, I hope I remember correctly -it could've been another state
where there was a bunch of crud to go through before you could get there
to
work but I don't believe one was Mississippi because many people from our
church have gone there to work and help out after Katrina)
