Sadly, when I was doing domestic violence counseling, we always urged
the woman to weigh the pros and cons of a PO. They can be useful if
issued against a law-abiding person, but often they actually can serve
as an escalator. :(
Oh, I agree, as having been the one issuing restraining order after
restraining order, etc. and still being bothered, stalked and contacted.
However, just because there are not always happy outcomes doesn't mean that
they are worthless or shouldn't be bothered with.
