Personally, I don't care if the story is true or made up. And I think the
message is that winning isn't always the most important thing. I don't think
it was a "pat on the head" to the disabled, but that someone did something
to make someone else happy, and that is not a bad thing in my book. There
are always those who will turn good intentions and into an evil thing. Oh
well.

Actually, story comes from a story by a Rabbi that appeared in
a book of his. The article on snopes:

gives the cite and then argues that this is not a good thing, that it
is "... bestow(ing) upon the disabled a pat on the head instead of
granting them acceptance for who they are, ..."
Interesting article.
