True, but the police where I live would have to add a lot more manpower to
the force if they were to contact every person ever harmed by someone who
broke the law when that person was released.

Doesn't matter for purpose at hand - if they're in county lockup or a
federal pen, they are still off the street - when they're released
they're back on it
