Sandi, if you'll reread my last post, you'll see my point was not that
the government went into the war zone to rescue these people but that
the tourists complained about being charged. If I remember right, the
amount requested was a nominal amount, around $200, and would hardly
defray the cost of the rescue.

Whether they are visiting their family or not, they are still tourist
if they are citizens of the United States. As far as the conflict
being unexpected, even I knew enough not to go any place in the Middle
East nowadays, family or not.
