She didn't walk away? To them, they probably did not know that she was trying to comply, especially if she did not tell them that she needed to be seated to remove her shoes. There's a big difference. It's sort of like having a cop behind you with blue lights on and you decide to drive on down a ways before you pull over, passing safe places in the meantime. They are going to assume that you are not doing as they have asked/ordered.
