Who defines over sexy (first time I've heard this and any skating competitions I've seen have always involved skimpy clothing.

There isn't much difference between a beauty pageant and gymnastics or
ice skating except that the sexualization is dressed up in athletics.

There are rules in both gymnastics and figure skating against sexy outfits and over-sexy behavior, and points deductions result if they are violated.
