Where (and when) I grew up, wearing shorts was considered risque even
if they were down to the top of your knees. Sleeveless was marginally
ok, bra straps showing was a deadly sin and halter tops placed you at
the gates of hell, as did bare midriffs. I was shocked when I moved to
California and my cousins were wearing shorts (midthigh, no less!) and
tank tops to school.

Again, we're talking regional cultural norms.
