You're right, but what does matter is the *motive* behind the performance.

It is quite impossible to avoid doing everything that will stimulate
perverted behavior, but the motives for a child participating in a gymnastic
competition versus a beauty pageant are really not the same.

If you really wanted to decrease the possibility of danger from perverts,
you would never allow your child to participate in any activity.
