While cleaning out my grandparents' house, I came across some pretty
paper placemats that Grandma had saved. Is there a way they could be
scanned and turned into a diagram for counted cross stitch?

One of them actually does look like cross stitch, so it would be easy
to stitch it using the placemat as a diagram, but the other two look
like embroidery/crewel (I don't do crewel).

Absolutely. I know you can cross-stitch-ize photos. Look up cross stitch
and photos on Google. I bet you'll find it.
