Apparently Shrub doesn't believe in, "The buck stops here" does he?

Just saw a bit on news where he made remarks regarding "If we leave before the job is done." HUH? I just heard they gave up the "stay the course." OK, how is "If we leave before the job is done" fundamentally different from "stay the course." The man is a freaking idiot.
