Well, to chime in here about the bullet-proof vests. There are numerous
law enforcement agencies right here in the US that send those officers out
to serve and protect and they do not even provide their officers with
vests.

I saw an interview with some soldiers in Iraq the other day who were
helping set up the Iraq police - they have plain old nissan trucks to do
their job in. Really sad that there is NOTHING protecting them yet they
are trying their best to make their country a better place. The number of
Iraqi police has dropped tremendously and I think it is really sad.
