Another question: If it's the power supply fan, is it possible to
replace just the fan, or does the whole power supply need to be
replaced? (I've already replaced the power supply once, probably not
more than a year or so ago.)

From this distance (!) sounds a lot like the fan bearing. They often
fail in this buzzing kind of mode and they speed up and slow down in
a rhythmic fashion. Replacing the fan should do the trick.
Sometimes you can kind fix them. Pull the fan out and look to see
how the shaft is covered up. Lots of times it's just a sticker over the
hole. If you can get that off a FEW drops (maybe just one) of oil on
the bearing (sewing machine or 3in1) will often help.
I had a fan in an old HP ascii terminal that would do the bearing thing
every now and then. I had a spare fan and would swap it out and then oil
the old one. Swap that one in the next year it did it...
