Another legal question

Does anyone have a clue about how one would find out about "terms of
use" (or abuse) re email addresses harvested from an organization's web
site and then used to spam for personal gain?

For example, if I worked for the American Typists Association and was
selling a speed typing program I'd invented. A new party registers on
the ATA.org site in order to participate in forum communications, and I
utilize this address to spam them regarding my program. My DH suggested
that the AG office or FTC might have jurisdiction, depending on the
organization's privacy policy. In short, I am riding the coat tails of
my affiliation, whether or not my product is useful or not.
