I am pretty sure that it is not totally illegal to do this, as banks and stock brokerage firms are legally (by federal agencies) required to assure that their employees do not have any conflicts of interest that could jeopardize the trust that is laid in their care. Also, my daughter works at a market research firm, and she is not allowed to hold another job that could be considered a conflict of interest, because it makes her a liability to the company. And a noncompete clause in an employment agreement could restrict an employee from working for a competitor of their current employer.
I am pretty sure that any company can set down whatever rules it wants in that regard as long as they state it up front. But for that matter, if your employment is at will, they can fire you for any reason [that is not legally considered discrimination] or none at all and they are withing their rights to do so. *shrug*
