I wonder what the original intent of that law was? The only thing I can come up with is to allow the President to pardon his cronies who have committed crimes. Regardless of who is in power, that just seems ludicrous to me. I really hope there's a better reason for it than the only thing that comes to MY mind!

Rae, that IS the law, and I believe it has been in the Constitution for a long time. I'm sure you'll correct me if I'm wrong.
