I'm glad to hear that Little Bit is doing so well now!
I love my little town, but it's much farther than 100 miles from Philly.
Bloomsburg is a nice small town http://www.bloomsburgpa.com/
and is about two hours' drive from Philly (I think).

Things are going sooo much better. She has decided to call my daughter
"Sissy" now and calls me either "momma" or my grandma name now. I've had
her in play therapy for about 6 months and she has really worked through
her anger. Her bios are completely out of the picture. My DD decided to
back out of the picture when little bit told her on the phone she was no
longer her "mom" because she didn't do "mommy things" and dud never was in
her life...so we are settling down to being a regular family...although
being a single mom does suck sometimes! I finally found a babysitter,
though, and I hope to actually start going to a movie or dinner from time
to time all by myself just for the halibut! She starts full time pre-K
week after next and this Saturday is her birthday party at one of those
indoor bouncy gyms with lots of new friends coming. She finished her
first year in dance and reveled being a prima dona on stage at the concert
hall!
I'll never see a penny of CS, but at least the state helps a bit so even
though I don't have HI, she has Medicaid and WIC.
If you know any small towns not too far out of Philly (within about 100
mile or so drive) with great schools, I'd love to hear about it!

Before they move, do look into the stability of the department that
provides the insurance. I've been investigating moving into a different
state for the same reason as your friend with the child. I considered
Georgia, but they have a freeze on any new enrollment as their program
is about $8m in the red. I think there are 2 other states in the same
situation. My first choice is PA because their program is very, very
generous (in addition to being able to qualify for things like free
child care as well) and they have a great support system for
relative-care families like mine.

You didn't sound rude ... you sounded practical. And, it's something
worth suggesting, which I will.
I feel bad for her, 'cause when my kids were small I was working at a
hospital and (back then) I had medical insurance that the hospital paid
for. Plus, they had a clinic and if the kids were sick I brought them
there ... totally free. Anything done in he hospital, didn't cost a
penny.
