Why is it that when a utility service gives you a "window" of time for

Right now I'm waiting on PG&E to fulfill their "1-5" window (it is now
almost 3:30) to come and inspect my furnace to tell me why it won't
turn on. I'm hoping it's just a pilot light or something simple.
The system is only about 5-6 years old so it should be in pretty good
shape.
Reminds me of a Jerry Seinfeld episode about Kramer and the cable guy.
The cable guy said he will visit Kramer's apartment between the hours
of 9 to 5. Kramer turned the tables on the guy and made him wait for
Kramer between 9 to 5.
