That is scary but odd. IIRC around here there has to be enough police
presence to protect the citizen-base in the area - ie, so many officers per
so many residents and if they are not they cannot take to the streets and
patrol. I remember a few times when DH was an officer that they had to
wait until other came in before they could begin their patrols or keep
others over from the shift immediately prior.

There is supposed to be 3 cars and 3 individuals on the road at any
given time and if after dark there are only 2, those 2 have to double
up in the same car, but they don't NOT work if even only 1 shows
because DH has been the only person on his shift a number of times
when the other 2 have called in sick. Even tonight he was the only one
who showed after the punch in the gut everyone received yesterday. He
worked all night alone. Dispatch, however, knows the scoop, and he can
be backed up if necessary by local departments. He took some
complaints, and luckily no crime scene investigating today since no
evidence can be processed. @@
