This is exactly what the government under Bill Clinton did to civil service
employees when they shut the government down. DH was off work, earning
nothing for however long that was. Meanwhile Clinton was getting fluted in
the "oral" office. I was not a happy camper. DH happens to be a government
employee who works his arse off. He has several awards given by civilian
supervisors and generals who have said he goes above and beyond. He has now
been upgraded (since the last layoff) to what is called an "essential"
employee so if it ever happens again he will be working. Several generals
were extremely pissed he was not available during that timeframe. They kept
saying call Mitchell he can do all this. Now that made sure he will be
around next time.

Today, one of DH's coworkers was told by someone in Lansing that their
plan is to lay off those 35,000 state employees for one week. It is
said
that the state is about a billion in the whole. It is also said that
laying off those 35,000 employees for one week, including shutting
down posts so there is no electricity bills, gas consumption in the
cars, etc., comes out to about a billion dollars.
If this is the case, then they will have literally used the state
employees alone to balance the budget versus all of Michigan. They
would *steal* at least 30 hours of pay from DH alone. That's the way I
see it. Lay off my husband for a week where he is unable to earn ANY
income
whatsoever AND prevent him from filing for unemployment wages to boot
- this will be a complete crime in my opinion. I certainly hope it is
nothing more than a rumor.
They are sitting up there this weekend earning overtime on their
salaries, despite the fact they've had nine months to work on this. It
is also said that they have a shell bill sitting up there containing
everyone's signatures (approval) so that when they figure it out at
the end of the week, they can fill it in and not have to wait the
customary extra five days after submission/approval to put it into
effect.
It will be very interesting indeed to see what comes out of the
meetings tomorrow night at deadline.
