It's probably safe to say that any frequency of EMR is harmful at high
enough levels. The question is how high is too high. Microwave
equipment has long been associated with cataracts (an occupational
hazard), and cataracts are also common among electricians (often bathed
in EMR and strong magnetic fields, albeit at low frequencies) and glass
blowers (they spend a lot of time looking at intense sources of
infrared, which is only slightly higher in frequency than microwaves).
Electric shocks, particularly being struck by lightning, can also
produce cataracts.
