Stress affects feet?

Any docs offer suggestion for diagnosing why feet develop cold/raw
feeling as a direct correlation to physical or mental stress (even
reading or computing)? (Please assume the cause is not the
obvious, sic, foot disorder or shoes, but rather somehow systemic.)
