Semi-OT: Illegal to retail 1-Liter Containers Of Betadyne Surgical Scrub ?

Southeastern Pennsylvania.
A few years ago, I guess I lucked out. The local CVS had a 1-liter container
of Betadyne surgical scrub sitting behind the counter. Somebody had ordered
it, but not picked it up. Full retail price was about $7.00 - a *lot* less
than you'd pay for the same amount in those little yellow convenience-sized
squeeze bottles.... about thirty bucks less as I recall.
Yesterday I called CVS to order another bottle of the stuff.
They told me it was "not for retail sales" and that it was illegal to sell it
retail.
"Not available through CVS' distributor", I can stomach... But "illegal" sounds
like we've jumped to a whole new quantum level.
Misinformed CVS clerk? Anybody have some insight?
