As far as I can tell from a web search, "Mercer" is a common
misinterpretation of MRSA, methicillin resistant Staphylococcus aureus.
This is an antibiotic resistant strain of a bacterium normally found
on the skin that often infects wounds or causes boils.

These infections are not usually serious in healthy people, but they
can become quite serious in people who can't fight off infections
easily, because antibiotics are not effective against them. Diabetics
are prone to infections, especially in the lower legs and feet.

Your best bet is to talk to your father's doctor to get accurate
information about his medical problems. Your father may need to give
his doctor formal permission to discuss his problesm with you.
