You should also expand the budget to include some very good lawyers and spin
doctors, as the Geneva convention specifically forbids using dogs in a
combat role (or at least large breeds). They may be used - like horses and
pigeons - only in support roles, such as evacuating wounded soldiers (been
done in the Red Army with Great Danes).
As to usage: it's been tried in the past by the Russians. Before WWII they
trained a large number of dogs to carry anti-tank mines on their backs and
run under tanks. The training was done by starving the dogs and putting
food under tanks.
These dogs were released a few days after the German invasion, with
incredible effects: turned out the dogs were smart enough to tell the
difference between German and Soviet tanks - and just guess what they had
trained with! At least one Soviet armor division was pretty much wiped out
west of Kiew, and for months afterwards Soviet tank crews shot any dog on
sight.
