    I'd question what a swarm system could do that existing weapons
    wouldn't.

    If you can sense a target you can call in conventional fire onto it,
    whether that be a sniper rifle, laser painting for smart bombs or
    artillery.

    If you can't see a target you've got to sense it. Some form sensor may
    be appropriate but we don't really need high tech. The Americans
    dropped a variety of sensors sensitive to vibrations and other things
    during the Vietnam war to detect trucks on trails.

    Having a mobile sensor may be useful, but it may be easier just to
    scatter large numbers of cheap low tech sensors over an area from an
    aircraft.

    Once you've sensed it, you can hit it with existing weapons.

    A combination of a sensor and a weapon would be a smart land mine, but
    I don't think this system would need to fly nor would it need to
    operate as a swarm.
