The Iraqi's are using all sorts of different types of remote controls.
Many use wires so they cannot be jammed.

If the insurgents are using wires get the men in the vehicle behind to
capture the bomber. That way you can ask him where he has hidden his
arms dump.

The military may now equip its men with jammers.

It may be worth while buying jammers that work on civilian frequencies.
  There is a rumour that in Somalia the military jammers only jammed
military frequencies. Civilian equipment includes radio controls for
model aircraft, cell phones and radio intercoms.
