IED jammers exist and are in use. Information on how they work, how
they are used, how many etc if limited to 'need to know.'

No not even try. You would need to know which frequencies to jam and
which ones to keep clear or you will jam your own radios.

Besides, if he has a jammer protecting his convoy - he probably will
not even know about it.
