Which is actually a successful outcome if the goal of the exercise is to
put them in such a defensive stance that that their relations with the
civilian population are significantly hampered and their negative image
reinforced. Provocation is one of the motives of terrorism : it is often
not the immediate effects of the bombing that count but the reinforcement
of the repression cycle that estranges some of the people further from an
increasingly paranoid opponent.
