"Winning" is this context is more a case of forcing the locals to choose
sides.

What the tank does is "send the message" that if your next door neighbor
let's his house be use to take shots at Americans, the odds are that your
house may not make it through the day.
That's why it's in the best interest of the US for legal (and registered)
small arms to be in every household. The locals will have an incentive to
"rat out" the crazies so they can be taken down with relatively bloodless
police type raids rather than an infantry assault.
