They probably could, but apart from probably breaking the shooter's
shoulder, the second shot would go way over the target and the third
even more so.

You seem to have trouble grasping one of Newton's fundamental laws:
that every action has an equal and opposite reaction. You can't cheat
that, it's an absolute. Throwing a quantity of metal down-range at a
given velocity generates a given recoil which must be absorbed: you
can't wish it away.

You can go to a recoilless mechanism, in which the ejection of gas or
other material from the rear balances the recoil generated at the
front, but that requires huge ammunition and it makes it very difficult
to achieve a fast-firing automatic weapon.
