You're thinking of the Newcomen engine, not the Watt engine. The Newcomen
engine derived all of its power from condensation. It used a
counterweight to pull the piston up and fill the cylinder with steam and
then water to condense the steam and pull the cylinder back down. The
major advance of the Watt engine was using a separate condenser, which
greatly improved the thermal efficiency, and hence fuel consumption, of
the engine.
