I object. The term "submicron particles" is frequently used in
other areas, too. E.g. submicron particles in soot which cause some
concern about their impact on health.

"submicron" refers to a length-scale, whereas "nano" refers to a
technology, which deals with the controlled manipulation of matter on
a microscopic scale, and where Physics, Chemistry, and Biology Meet
(to misuse a book title).
