Has the urgency actually been created?
Is it a statement of "expert" opinion, in that you expect that one day
there will be some urgency as a result of the report?
Or is this more of a deontic statement expressing a moral desire on your
part that urgency be created?
Ir's really not clear from the writing-- the splashy hyperbolic headline
supports the first interpretation, but the body of the text support
either (perhaps both) of the latter interpretations. Either way, I'm
confused, becuase I don't think all three can be logically expressed at
the same time.
