An earlier version of more or less the same thing is "kinoform".
Kinoforms had a stepwise structure.
I am not sure that there was a discreetization of the dimensions (steps or
radii).
Kinoforms were pioneered in the early 70's at IBM in the (then) context of
holography.
Google should give more details.
The kinoforms structures I remember were simple, i.e. Fresnel type lenses
and the like.
