Cases of redshift: (changed c may be due to mass of source, OR its
motion).
Radio: receiving antenna has to be tuned differently for out-going and
in-coming spacecraft, although they are broadcasting at the SAME
frequency.
Forget both for awhile!
Let's ask Cassini to send a pulse with the source location when it is
travelling away from earth; then when it is travelling towards. We
expect roughly 1 second difference. How much will that cost?? (F*A*)
What are the chances of DHR's (with the money and control to make it
happen)
getting it done???????????/...........and kill the golden goose? Not
