Similar technology goes back about 100 years and was the first attempt
at anti reflection coatings on lenses. Back then a chemical etch was
used which made the surface porous resulting in a slowly varying
refractve index with depth. This results in lowered surface
reflection.
What is described in your link creats a similar structure. However, I
believe this method results in a fairly soft surface.
