On the other hand, it could be that nobody really cares even if it is
against local ordinances. The OP might very well go ahead with the
project, and then remove the mirror only if someoby cares enough to
file a complaint. Could be in an obscure enough location that no one
would really notice it.

Evidently you do not live anywhere near NYC! ;-)

Just yesterday (02/12/06 blizzard conditions) flying sheets
of plywood mirrored or not) could have been a real hazard.
Especially falling from the 16th floor of some appartment
building.

As to the building code, the zoning etc., what you can do
or not, which city agency should you kowtow to etc. even
the pros are sometimes at a loss.

As to doing something like that and hoping that nobody would
notice, forget it. A cat cannot devour a pigeon without its owner
being sued, so installing some contraption like that in front of
your window and thinking to remain incognito, impossible. You
will be front page news in the New York Post the next day...

As stated previously probably the best solution
would be a lamp.
