measuring the changes in the intensity of a light ray?

You start with a photodetector like a photodiode that has a response
bandwidth large enough to handle your signal. These are available
up to 100 GHz or more if you can afford it.

Then, its output can be applied to an oscilloscope with a similar bandwidth,
or to an instrument like an RF or microwave spectrum analyzer.
