ONe of the properties of any transparent material is that some of the light
is reflected and some is passed into the material. Even face on, about 4%
of the light is reflected off of a glass surface. Partially silvering a
surface will increase the reflected surface.
You change the wavelength of a light ray the same way that you do with any
electromagnetic wave - adsorb it with something and reradiate it afterwords
by some process. You can also change the apparent wavelength by putting it
into some material of a differing material.
By diffracting a light wave, you can measure it's wavelength.
The number of differing wavelengths into a fiber cable is just the same as
any other electromagnetic wave - the number of different wavelengths is
limited by your ability to resolve them.
