You can use any materials and fluids and build it any size or color but
you can NOT use lenses or mirrors.
Give more details on the rules. What do you consider a "mirror".
Anything which reflects any amount of electromagnetic energy at any
wavelength whether specular or difuse could fit the loose definition of
a mirror.
Nothing that could create an image. Tracking the sun should not make
any difference.
By that definition there are practically no materials which
wouldn't be considered mirrors.
Transparent flat / curved surfaces will be allowed as in clear pipe or
clear bulbs or spheres but only as long as both sides of the surface
are parallel / concentric.
