I have used Torrseal extensively in high vacuum systems such as TEMs
and SEMs.
Like all epoxies it will transport water vapor, but it has very low
outgassing, is
strong, stable, and proven.

You'd have to test it for outgassing, but I use hysol C1 for most high
vacuum work here at the university.
